Dover Port Summer Disruption — How to Pre-Lodge GMRs

Every summer, Dover handles a surge of tourist and freight traffic that pushes the port and the A20 approach roads to their limits. Operation Brock and dock traffic management plans are already on stand-by for the 2026 season. For freight movements, the difference between a smooth crossing and a six-hour delay almost always comes down to how well declarations and Goods Movement References (GMRs) have been prepared before the truck leaves the loading bay.

Why summer is different

School holidays in the UK, France, Germany and the Netherlands overlap from mid-July to early September. During peak weekends, passenger volumes can reach four times the off-season average. Even when freight has a separate lane, congestion on the A20 affects every vehicle. Customs delays add to the queue and, unlike traffic congestion, they are entirely avoidable.

Pre-lodge declarations as early as possible

Both UK and French customs systems accept declarations well before loading. There is no benefit to waiting:

  • File the UK export declaration as soon as the goods description, weights and packing are confirmed
  • File the French import declaration in parallel — do not wait for the export to clear
  • Confirm both declarations show the expected status before the driver leaves

Late declarations create cascading problems. A correction made while the truck is on the M20 leaves little margin for error.

GMR timing

The GMR is generated through GVMS and must be presented at the port. Two practical points:

  • The GMR cannot be created until every declaration it references has been accepted by the relevant customs system
  • The GMR is only valid once it shows "ready to embark"

Drivers should leave with a screenshot or printout, but the live status is what matters at the gate. If the status changes during the journey — for example, because a declaration is selected for documentary check — the driver needs to know before arriving.

What to do when traffic management is active

When Dover TAP, Operation Brock or the Dover Traffic Assessment Project are active:

  • Build extra time into the schedule, not just for queuing but for fuel and rest stops
  • Make sure the driver has confirmed contact details for the broker handling the clearance
  • Avoid switching trailers or consolidating loads at the last minute — every change forces a declaration amendment

After arrival in France

Once across the Channel, the French import declaration determines whether the truck is released or directed for inspection. Make sure the consignee or French agent is aware of the arrival window. Trucks that clear UK customs cleanly but stall on the French side cause the same commercial damage as a Dover delay.
